Caving Hampshire

Who is responsible for the upkeep of culverts? The one at the end of my driveway is caving in.?
I live in New Hampshire.
The county is supposed to be. But you can’t trust them. My in-laws fixed thier own because the county never would. Well, they got caught doing it. And the county did come out, and they told them it wasn’t up to “code”. So they re-did it. It looks a mess. And they have the same problem they did before. When my in-laws did it, they replanted grass and it looked really nice too. The county won’t do that. This is in Indiana. Hope this helps.
