Caving South America

why is all caves goverment property in America and off limits to the public> unlike here in South-Africa?
do the USA goverment hide something?
I don’t know for certain, but I believe it is for preservation reasons that they are government property. Danger is another important possibility.
They are not all “off limits” many within the USA are open to the public and easily accessible for viewing, touching and exploring.
